MOM Requirements Checklist
The sections below show exactly what information and documents are required by MOM for each form. Items that require a file upload are clearly marked.
Employment Pass — Candidate Form
Filled in by the foreign professional applying for the EP. Have your passport and education certificates ready before you start.
Personal Particulars
Full name (as on passport), date of birth, nationality, gender, country of birth, race, religion, and marital status.
Passport & Travel Document
Passport number, issue date, and expiry date.
Contact & Residential Address
Email address, mobile number, and your current residential address — whether you are based in Singapore or overseas.
Singapore Immigration History
Whether you are currently or have previously been in Singapore, the type of pass held, and your FIN or Work Permit number if applicable.
Employment History
At least 1 and up to 2 past or current jobs — company name, country, job title, dates, and last drawn monthly salary.
Education History
At least 1 qualification — institution name, country, degree type, field of study, and dates attended.

Singapore EP COMPASS Points System
The Complementarity Assessment Framework (COMPASS) is the points-based scoring system used by MOM to evaluate Singapore Employment Pass (EP) applications since September 2023.
C1: Salary Criteria
Points are awarded based on the candidate's fixed monthly salary compared to local PMET norms for their specific sector and age group.
C2: Qualification Criteria
Score points based on the candidate's degree and institution. Top-tier 'Group A' institutions score the highest COMPASS points.
C3: Nationality Diversity
Extra points are awarded if the candidate's nationality improves the diversity of your company's existing PMET workforce.
C4: Support for Local Employment
Points based on your company's commitment to hiring and developing local PMETs compared to industry peers.
Bonus: Shortage Occupation List (SOL)
BonusUp to 20 bonus points are available if the job role is identified on the MOM COMPASS Shortage Occupation List.
Bonus: Strategic Economic Priorities
BonusBonus points for companies that are part of specific government-led investment or innovation programmes.
